Billy Clay, 86, died on April 15, 2025. He was proceeded in death by his wife of 47 years, Billie Thompson Clay; son, Tommy Clay; brother, Dual Clay and sister, Ivalene Cambell.

He was active in local politics serving 16 years on the Monroe County Quorum Court, two years as a Brinkley City Councilman and 12 years as Mayor of Brinkley. Billy was active in the Arkansas Healthcare Association and served on various committees such as District Five President, Secretary of AHCA, and Second Vice President.

His community involvement included: former President of Brinkley Chamber of Commerce, former President of Brinkley Rotary Club, and Brinkley Citizen of the Year in 1993. He had served on the following boards: Central Arkansas Planning Development District, Central Arkansas Private Industry Council, Mid-Delta Community Service, Crowley's Ridge Technical Institute, Stuttgart Regional Hospital Foundation, and was a member of the Claude Sims American Legion Post #68.

During his tenure of public service, the following projects were accomplished: Monroe County Detention Center, Monroe County Health Department Clinic, Brinkley Convention Center, Brinkley Park and Recreational Complex, Brinkley Central Fire Station and Brinkley Industrial Building.

Billy is survived by his daughter, Debra Kenney (Chuck); daughter-in-love Carla Clay; five grandchildren, Ryan Hollowell (Joanne), Andrea Andrews (Lauren), Alisha Prince (Bill), Joshua Clay (Ashley), Kelsey Miller (Ronnie), 14 great grandchildren and 9 great-great grandchildren.

Visitation will begin at 1:00 P.M. on Monday, April 21, 2025 at the Brinkley Convention Center. Services will follow at 2:00 P.M with burial at Oaklawn Cemetery.
